Tiny Harbor Town is my current favorite of the bunch. There are no punishing timers, no fear of missing out, just a town that slowly grows into something you're proud of. The visual payoff of a filled-in skyline is quietly motivating.
The trick with these games is to set your own goals. Decide you'll finish the harbor district this week, and suddenly there's a satisfying little arc to your sessions. Left aimless, they can feel like busywork.
